UPDATE: I reuploaded the higher resolution version. 
They never really tell you much about the dragonkin in FE7, but I imagine that if there's any connection between the games, they would all still be unified under Naga. I wonder if Ninian and Tiki ever met each other or if their timelines ever overlapped.
